I recalled Parliament for Emergency Five-Day Session on Mahama’s Request – Speaker

Speaker of Parliament Alban Sumana Kingsford Bagbin has disclosed that the five-day emergency recall of Parliament was at the request of President John Dramani Mahama.

Addressing the House as it reconvened today, Monday, 24 August 2026, Speaker Bagbin said barely a month after the House adjourned sine die on 31 July, circumstances have necessitated a return.

“Honourable Members, during the period of adjournment, I received a request from His Excellency the President of the Republic for the recall of Parliament. In that request, His Excellency drew my attention to three matters of state which, in his assessment, are very urgent and require the consideration of Parliament,” the Speaker stated.

Speaker Bagbin explained that the adjournment had afforded Members the opportunity to return to their constituencies, undertake other parliamentary assignments, and attend to commitments outside the chamber. He noted that the House had, during the last meeting, dealt with a considerable volume of legislative, financial, oversight, and other parliamentary business.

Disclosing the specifics of the executive request, Speaker Bagbin highlighted three main urgent matters that necessitated the five-day recall. These comprise the consideration of the Banks and Specialised Deposit-Taking Institutions Amendment Bill, two nominations for appointment as Ministers of State, and three nominations for appointment as Justices of the Supreme Court.

“Upon receipt of the request, I carefully considered the matters placed before me and the reasons advanced for their urgent consideration,” Speaker Bagbin told the House, adding that he would in due course read the full request submitted by the President for consideration.

Parliament has been recalled from 24 August to 28 August to consider urgent parliamentary business under Order 58(4) of the Standing Orders.
