CAGD to suspend salaries of public workers without valid Ghana Card details by September 15

The Controller and Accountant-General’s Department (CAGD) has issued a strict warning to public sector workers without validated National Identification Authority (NIA) details on the payroll system, disclosing that their salaries will be suspended effective 15 September 2026.

The directive, contained in a circular signed by the Controller and Accountant-General, Kwasi Agyei, forms part of broader administrative measures to streamline payroll records ahead of a forthcoming nationwide re-verification exercise. According to the department, recent upgrades to the Employee Payslip (E-Payslip) system exposed significant data discrepancies, including mismatched and missing NIA numbers, which have prevented several public servants from accessing their payslips.

“Following the rollout of the upgraded Employee Payslip (E-Payslip) system by the Department, critical data discrepancies have been identified, preventing some employees from accessing their payslips,” the circular stated. “Employees who do not have valid NIA details on the payroll system will have their salaries suspended with effect from 15th September, 2026. The implementation of this measure is essential to facilitate the upcoming nationwide employees’ re-verification exercise”.

The CAGD has instructed Human Resource departments across all Ministries, Departments, and Agencies (MDAs) to immediately rectify mismatched numbers and submit applications alongside formal covering letters to the department for validation. Under Regulation 9 of the National Identity Register (Amended) Regulations 2026 (L.I. 2523), physical copies of the Ghana Card are no longer required for submission or inspection, shifting the process entirely to administrative data capture.

This current enforcement follows previous notices issued by the department highlighting compliance gaps among state institutions. An earlier directive signed by the Acting Deputy Controller and Accountant-General in charge of Payroll Management, Sylvester Acquah, cautioned that failure to capture Ghana Card details also poses serious risks to Tier 2 pension processing.

“The National Pensions Regulatory Authority (NPRA) is asking the Controller and Accountant-General’s Department to add Ghana card details of Tier 2 contributors to individual deductions before same is forwarded to Tier 2 fund managers,” Mr Acquah noted. “This means that retirees without Ghana card details with their fund managers may suffer to draw their contributions”.

Human Resource officers have been directed to inspect their corporate email accounts for lists of flagged employees to clear all outstanding issues before the September deadline.
