NHIA unveils three-tier healthcare financing framework

The National Health Insurance Authority (NHIA) has outlined a new three-tier healthcare financing framework designed to broaden access to preventive, curative, and specialised medical services across Ghana.

Speaking at the National Students Policy Forum in Accra, the Deputy Chief Executive of the NHIA in charge of Finance and Investment, Ms. Anatu Anne Seidu Bogobiri, revealed the details of the restructuring.

The event, centered on the theme “The Role of Students in Shaping National Policies,” brought together students and key policymakers to examine how young people can actively contribute to national development and policy direction.

In her address, Ms. Bogobiri explained that the national healthcare financing model has moved beyond the traditional National Health Insurance Scheme to offer citizens varying levels of protection.

“Previously, we had only the NHIS, but today we have a three-tier healthcare framework. The first tier is Free Primary Healthcare, which focuses on prevention, early detection and timely treatment. The second is the Enhanced NHIS, which provides access to covered healthcare services at NHIA-credentialed health facilities. The third is the Ghana Medical Trust Fund, popularly known as Mahama Cares, which supports people living with chronic conditions such as cancer and kidney disease,” she stated.

She further noted that despite targeting distinct health needs, all three components remain aligned toward a single mission.

“All three tiers share one goal—to protect lives and make healthcare accessible to every Ghanaian,” Ms. Bogobiri emphasised.

She also pointed to the uncapping of the National Health Insurance Fund under the leadership of President John Dramani Mahama, characterising the move as a major step forward in strengthening healthcare funding and addressing the medical requirements of the population.

The gathering offered participating students valuable insights into critical national initiatives while urging them to engage actively in discussions and decisions driving Ghana’s future.
