Presidency convenes high-level security summit over border and narcotics threats

The Office of the President has summoned heads of major state security institutions, transport regulators, and private port operators to an urgent high-level meeting at Jubilee House to tackle rising concerns over border security and narcotics trafficking.

The summit, scheduled for Thursday, 17th September 2026 at 12:30 p.m., seeks to tighten controls across the nation’s sea, air, and land entry points.

According to an official letter signed by the Secretary to the President, Dr Callistus Mahama, the session will evaluate existing vulnerabilities and refine strategies to disrupt illicit supply chains.

“The meeting will review existing vulnerabilities, intelligence-sharing arrangements, cargo and passenger-screening systems, inter-agency coordination, and the deployment of technology to detect and disrupt narcotics trafficking,” the statement read.

Given the critical nature of the gathering, the Presidency has directed that each institution be represented strictly by its top executive alongside one technical expert. Delegates are expected to present concrete evaluations of current security loopholes and actionable proposals to bolster surveillance, joint enforcement, and screening operations.

Highlighting the gravity of the session, Dr Mahama stressed that direct executive participation is mandatory, stating: “Given the urgency and national-security implications, your personal attendance is required.”

Key officials invited to the session include the Ministers for Finance and Foreign Affairs, the Chief of Naval Staff, the Director-General of the National Intelligence Bureau (NIB), the Director-General of the Narcotics Control Commission, and leadership from the Ghana Police Service’s Criminal Investigations Department (CID)/INTERPOL.

Also summoned are key maritime and aviation stakeholders, including the Ghana Ports and Harbours Authority (GPHA), the Customs Division of the Ghana Revenue Authority (GRA), the Ghana Airports Company Limited, Meridian Port Services Ltd, Ghana Link Network Services Ltd, and terminal scanner operators.
