The National Council of Parent-Teacher Associations (NCPTA) has pushed back against a Ghana Education Service (GES) directive instructing senior high schools to halt the collection of PTA dues and levies.
According to the council, the order disregards an active High Court injunction that maintains the status quo.
Speaking on Nyankonton Mu Nsem on Rainbow Radio 87.5FM, the Eastern Regional PTA Chairman and NCPTA member, Rev. Joshua Terkpenor, clarified that a court order issued on 21 July 2026 restrains both the Attorney-General and the GES from enforcing new guidelines or preventing NCPTA branches from operating.
His remarks follow a 23 September 2026 directive from the GES instructing heads of Senior High Schools (SHS) and Senior High Technical Schools (SHTS) to stop collecting unapproved fees and to refund any payments already made.
The GES maintains that all discussions and collections regarding PTA dues should remain suspended whilst the matter is before the courts.
However, Rev. Terkpenor questioned why PTAs are being singled out when other school associations continue to collect dues unhindered, expressing confidence that the judiciary will ultimately vindicate the council’s position.
“The court order issued on July 21, 2026, restrains the Attorney-General and GES from implementing new PTA guidelines in areas where NCPTA branches operate and from preventing those branches from functioning. We are confident the court will vindicate our position.”
Rev. Terkpenor reaffirmed the council’s support for the Free Senior High School policy, emphasizing that no student should face exclusion from school activities or services over unpaid levies.
“NCPTA membership and the payment of its dues and levies remain strictly voluntary. Any parent facing compulsion to pay as a condition for school services should report such incidents directly to the council.”
