The Ministry of Local Government, Chieftaincy and Religious Affairs, in partnership with the Motor Traffic and Transport Department (MTTD) of the Ghana Police Service, the Greater Accra Passenger Transport Executive (GAPTE), and the Department of Urban Roads (DUR), has announced the rollout of a contra-flow traffic arrangement for Ayalolo Bus Rapid Transit (BRT) services into the Accra Central Business District (CBD).
The scheme, which takes effect on Tuesday, 29th September 2026, forms part of broader state measures to streamline public transport, reduce vehicular gridlock, and deliver reliable mobility for passengers traveling to and from the city centre.
Under the arrangement, dedicated sections along three key corridors—Amasaman to Accra, Adenta to Accra, and Kasoa to Accra—will be configured to allow authorised Ayalolo buses exclusive movement against the standard flow of traffic during morning peak hours from 6am to 9am and evening peak periods from 4pm to 8pm.
Explaining the operational scope, the Ministry stated, “The contra flow arrangement will initially cover the following major commuter corridors: Amasaman – Accra Corridor, Adenta – Accra Corridor, Kasoa – Accra Corridor. These corridors have been identified for priority intervention because of the significant volumes of commuters travelling to and from the Central Business District during peak periods.”
Authorities stressed that the designated contra-flow lanes are strictly reserved for Ayalolo operations. Unauthorised vehicles, including private cars, taxis, and trotros, remain barred from using the lanes.
To ensure strict compliance and public safety, police personnel from the MTTD will provide ground enforcement at key intersections.
“The Motor Traffic and Transport Department (MTTD) will provide operational traffic control and enforcement support along the affected corridors at strategic locations and major intersections. Road users are urged to cooperate fully with MTTD personnel throughout the implementation,” the Ministry added.
Projections by Citi Research indicate that deploying 100 buses across five primary routes—including Tema and Dawhenya—could move up to 134,400 daily passengers and generate GHS 403,200 in daily revenue at a flat fare of GHS 3. The intervention aims to improve journey times, boost fleet punctuality, and encourage a shift toward mass transit options across the Greater Accra Metropolitan Area.
