The Chief Executive Officer of the Driver and Vehicle Licensing Agency has revealed that replacing physical DP plates with tamper-free stickers at the country’s ports has successfully plugged massive revenue leakages and driven up collection figures significantly.

Speaking at the Government Accountability Series, the DVLA boss outlined how the policy intervention drastically reshaped issuance metrics at port facilities nationwide.

Prior to the introduction of the secure stickers, total DP plates issued at the ports averaged between 1,800 and 1,900 as of April 2025.

However, following the implementation of the new policy—which mandated that every vehicle receive a tamper-free sticker before exiting the port premises—issuance numbers surged dramatically from a maximum monthly average of 1,900 to over 5,000 in the first month alone.

By October 2025, monthly issuance of DP stickers at the ports reached over 15,000.

The operational shift translated into substantial revenue growth for the state entity over consecutive fiscal periods.

In 2024, the issuance of 76,312 DP plates yielded GHS 15,415,024 for the agency.

The figure rose in 2025 following the rollout of the stickers, generating GHS 22,442,402 from 111,101 issued stickers.

Growth accelerated further into 2026, with 134,361 stickers issued between January and September alone, generating GHS 27,140,922 in revenue.

Alongside operational revenue improvements, the DVLA Chief Executive highlighted significant expenditure reductions achieved through strategic financial reviews.

Upon assuming office, an assessment of administrative records revealed commitments tied to Service Level Agreements spanning from 2023 to 2026, totaling USD 51.8 million annually.

The three-year SLA burden accumulated to a total of USD 155.4 million.

Following rigorous renegotiations, the agency successfully scaled down the agreement costs to GHS 2 million combined for 2026, 2027, and 2028.

The shift from an annual liability of USD 51.8 million to GHS 2 million across three years secures approximately USD 50 million in annual savings for the nation.
