GWL loses revenue to uncaptured commercial meters – MD

October 13, 2026

The Managing Director of Ghana Water Limited (GWL), Adam Mutawakilu, has revealed that 62 out of every 100 commercial meters inspected by the utility firm are not captured in its database.

Appearing before Parliament’s Public Accounts Committee on Tuesday, October 13, 2026, he noted that these significant gaps in the company’s records are severely undermining revenue mobilisation.

To address the shortfall and reduce reliance on government funding, Mr Mutawakilu announced that Ghana Water is currently replacing non-functional and unrecorded meters.

He disclosed that improving revenue collection remains a top priority, acknowledging that the company is presently generating less than half of its potential revenue.

“We are doing replacement of meters as we speak, and it is good to know that so far, what we are covering is quite worrying, because for every hundred commercial meters that we are on estimates, we discover 62 that are not in our database,” he said.

He added: “The first one is revenue. I believe that what we are raising now is less than 50% of what we should have raised, and we are working round the clock to improve our revenue to be able to financially sustain us.”

Mr Mutawakilu expressed confidence that the current measures would enable Ghana Water to achieve financial self-sustainability by 2027, allowing the firm to fund its projects independently.

He, however, stressed that government intervention is still required to tackle legacy loans and restructure the company’s balance sheet.

According to him, converting mostly repaid legacy loans into equity would bolster GWL’s financial position and cushion it against foreign exchange losses from debt servicing.

He stated that the company’s weak equity base continues to hinder its ability to attract major investment, making state support essential alongside internal revenue collection efforts.
