The Member of Parliament for Jomoro and Deputy Minister for Transport, Dorcas Affo-Toffey, has welcomed the signing of the Phase Two agreement for Ghana’s US$28 billion Petroleum Hub project.
She described the development as a significant milestone that will transform the local economy and create sustainable opportunities for residents in the constituency.

Madam Affo-Toffey joined the Minister for Energy and Green Transition, the Western Regional Minister, executive leadership and board members of the Petroleum Hub Development Corporation (PHDC), along with traditional authorities from Jomoro and the broader Nzema area, to witness the signing ceremony.
The agreement, executed between the PHDC and an international consortium led by Global Sphere, advances the development of Lot Two under a Build-Operate partnership arrangement.

The Petroleum Hub project remains a cornerstone of Ghana’s strategy to strengthen its position within the regional and global energy sector, attracting foreign investment and driving industrial growth across multiple sectors.
For the people of Jomoro, the project carries immense significance through its potential to stimulate commercial activity, expand employment, and accelerate local infrastructure development across the constituency and the Western Region.

Speaking on the importance of the agreement, Madam Affo-Toffey emphasised that the investment must yield tangible benefits for host communities, particularly local youth and entrepreneurs.
She noted that the initiative should create direct job opportunities, technical skill acquisition, and pathways for indigenous businesses to participate across the petroleum value chain.

The Jomoro lawmaker stressed the need to position local enterprises to secure contracts in logistics, supply services, construction, and technical support.
She reaffirmed her commitment to advocating for robust policies that ensure residents participate meaningfully in the project rather than remaining on the margins of the economic expansion.

According to her, the ultimate success of the Petroleum Hub must be measured by its direct impact on household incomes, community livelihoods, and long-term socio-economic growth, rather than solely by the monetary scale of the investment.
The Deputy Minister also underscored the necessity of targeted skills development programs to prepare young people for emerging industrial roles.

She reiterated that she will continue working alongside government agencies, project promoters, traditional leaders, and local stakeholders to safeguard the interests of Jomoro and ensure the constituency is strategically positioned to leverage every opportunity the project presents.
