A delegation from the International Monetary Fund (IMF) has conducted an working visit to the Tema Oil Refinery (TOR) as part of its ongoing engagements with key state-owned enterprises and state institutions in Ghana.
The visit provided the international finance team an opportunity to observe first-hand the operational recovery initiatives and structural reforms undertaken by the refinery’s leadership.
During an interactive session with the Managing Director of TOR, Edmond Kombat Esq., the delegation was briefed on the legacy operational and financial hurdles faced by the current management team upon assuming office.
Mr Kombat outlined strategic measures implemented since May 2025 to rebuild institutional confidence, highlight operational stability, and secure a consistent supply of crude oil for continuous production. Key among these interventions has been the successful rehabilitation and operational restart of the refinery’s primary Crude Distillation Unit (CDU).
The Managing Director further detailed internal reforms aimed at enhancing financial controls, improving transparent reporting, and reforming staff welfare and workplace productivity. He emphasized that additional works are actively ongoing to expand overall processing capacity, restore other critical units, and entrench TOR’s position as a cornerstone of Ghana’s energy security infrastructure.
Following the briefing, the delegation toured the facility to inspect restored processing units and monitor ongoing infrastructural works across the plant.
Expressing satisfaction at the end of the tour, members of the IMF delegation commended management for the progress achieved so far, noting that the engagement offered invaluable insights into the refinery’s operational dynamics and turnaround trajectory.
