Ghanaian twins and Hawaiian co-conspirator face 20 years for $9 million romance scam

Two 22-year-old Ghanaian twin brothers, Jamal and Kamal Abubakari, along with a 53-year-old Hawaiian woman, face up to 20 years in prison after admitting to their roles in a massive international romance fraud scheme.

The brothers, known online as “Arrangement” and “Lancaster,” joined their co-conspirator, Amanda Joy Opoku-Boachie, in pleading guilty to conspiracy to commit wire fraud before the US Attorney’s Office for the Northern District of Ohio. Between July 2024 and April 2026, the trio created fake online personas to cultivate romantic relationships with older Americans across 25 states, as well as victims in Germany and Austria.

Once they gained their victims’ trust, the scammers concocted elaborate stories to trick them into wiring money, ultimately stealing more than $9 million.

Funds sent to accounts controlled by the group were quickly funneled to co-conspirators in Ghana and beyond.

A joint international effort led by the FBI Cleveland Division—working alongside various Ghanaian security and intelligence agencies—finally brought the operation down.

As part of their plea agreements, the defendants surrendered a massive collection of luxury assets seized during their arrests, including high-end watches, fine jewelry, and a designer French handbag.

Federal judges will sentence the Abubakari brothers on February 9, 2027, while Opoku-Boachie is scheduled to appear for sentencing the following day.

U.S. Attorney David M. Toepfer expressed appreciation for the extensive collaboration across international and domestic agencies, including the Ghana Attorney General’s Office, Economic Organised Crime Office, Ghana Police Service, Ghana Cyber Security Authority, Ghana Narcotics Control Commission, Ghana Financial Intelligence Centre, Ghana Immigration Service, and Ghana National Intelligence Bureau. Key U.S. partners also played a vital role, spanning the Drug Enforcement Administration’s Sensitive Investigation Unit, Homeland Security Investigations, U.S. Customs and Border Protection, the Department of State, the FBI Washington Field Office, the FBI Legal Attaché Office in Accra, and the U.S.
Attorney’s Office for the Eastern District of Virginia.

Prosecution for the Northern District of Ohio is being spearheaded by Assistant United States Attorneys Brian M. McDonough and Elliot Morrison.
