Ghana to expand Russia military ties and student scholarships after summit

President John Mahama has secured key bilateral agreements with Russian President Vladimir Putin, including plans to build a 2,000-megawatt nuclear power plant aimed at providing long-term energy security and driving industrial growth.

The agreement revives a nuclear ambition first initiated under Ghana’s founding president, Osagyefo Kwame Nkrumah, which was halted following the 1966 coup d’état.

In a statement issued by the Ministry of Foreign Affairs, government revealed that direct high-level talks held during the Russia-Africa Summit yielded commitments spanning defence, agriculture, education, and diplomatic ties.

Under a newly agreed defence framework, Russia will assist Ghana in acquiring strategic military assets to strengthen the operations of the Ghana Armed Forces. Both nations also agreed to expand agricultural cooperation, focusing on boosting grain production and securing steady fertilizer supplies.

“Russia has agreed to work with Ghana to establish a 2,000 megawatts nuclear power plant to guarantee energy security and anchor industrialization,” the statement noted.

Addressing concerns raised by President Mahama over the involvement of foreign nationals in regional conflicts, President Putin declared an immediate ban on Ghanaian citizens participating in the ongoing war with Ukraine.

“Following concerns raised by President Mahama, President Putin has declared that Ghanaians are no longer allowed to participate in the war with Ukraine. This policy applies to all circumstances whether through irregular recruitments or expression of voluntary interests,” the Foreign Affairs Ministry stated.

On education, Moscow promised to expand scholarship slots for Ghanaian students, solidifying Ghana’s position as the African nation with the second-highest student population in Russia.

To consolidate these gains, the two nations agreed to reactivate the Ghana-Russia Permanent Joint Commission for Cooperation (PJCC), with Moscow set to host the next session in the coming weeks.

The Foreign Affairs Ministry expressed optimism about the historic partnership, which dates back to 1958, emphasizing that both countries remain committed to nurturing mutually beneficial diplomatic and economic relations.
