The Ministry of Finance has authorized the Controller and Accountant-General’s Department to release funds for the payment of salary arrears owed to staff of the Judicial Service and members of the Lower Court Bench.
The directive follows the approval of new conditions of service by the President, pursuant to Article 149 of the 1992 Constitution, which took retrospective effect from January 1, 2026.
According to an official correspondence signed by the Minister of Finance, Dr Cassiel Ato Forson, the release of funds aligns with the administration’s policy to prevent the accumulation of backlog payments.
“In line with Government’s resolve not to accrue arrears, approval is hereby granted for the payment of the associated arrears per the schedule below,” the letter stated.
Under the approved schedule, the outstanding payments will be cleared in two equal installments. The first tranche, covering a five-month period from January to May 2026, is slated for payment in November 2026. The second installment, accounting for the remaining five months from June to October 2026, will be disbursed in December 2026.
The Ministry instructed the Controller and Accountant-General to immediately execute the approval to ensure the timely credit of accounts.
Copies of the directive have been served to key stakeholders, including the Chief Justice, the Judicial Secretary, the Auditor-General, and leadership within the Judicial Service Staff Association of Ghana (JUSAG).
