NIA Staff to Strike Over Pay and Grading Delays

National Identification Authority (NIA) staff are set to begin strike action on 13 May 2026.

The move comes in response to ongoing delays regarding the approval and implementation of migration reports affecting their conditions of service.

The Public Services Workers’ Union formalised the notice in a letter dated 6 May 2026, sent to the Executive Secretaries of both the National Labour Commission (NLC) and the NIA.

The union highlights that despite the Scheme of Service being approved in July 2024 and migration beginning in December 2024, the process has stalled.

This has resulted in ncorrect placement of staff within the organisational structure, Withheld salary adjustments corresponding to new roles and Stagnated promotions for eligible employees.

The union expressed frustration over the Ministry of Finance’s lack of action, noting: “Twenty-two months since the approval of the Scheme of Service, and despite the completion of the process and subsequent submission of reports, follow-ups by both the Union and Management, the Ministry of Finance is yet to grant approval for payment of staff.”

Despite consistent engagement with stakeholders, the union warns that these delays are now jeopardising the “relatively peaceful industrial atmosphere” at the NIA.

While acknowledging management’s assurances, the union confirmed that workers have collectively resolved to down tools.

“By a copy of this letter, and without further recourse, we will accordingly proceed on the planned industrial action if we do not receive the necessary approvals for implementation of the migration reports for Staff of the NIA by 13th May 2026.”
