Alban Bagbin assures Anti-LGBTQ+ Bill will be passed after second consideration

October 23, 2026
Bagbin-Speaker-of-Parliament

Speaker of Parliament Alban Bagbin has given a firm assurance to Ghanaians that the controversial Proper Human Sexual Rights and Ghanaian Family Values Bill, widely referred to as the anti-LGBTQ+ bill, will be enacted into law once the House completes a second consideration of the legislation.

Addressing delegates at the IPR Ghana 2026 National PR Conference and Excellence Awards held in Koforidua, the Speaker disclosed that parliamentarians had uncovered crucial errors in the version originally passed by the House, necessitating a thorough review during the next parliamentary sitting.

Mr Bagbin stressed that the proposed legislation should be approached as a national consensus rather than a battleground for partisan politics, emphasizing that the values embedded in the bill carry deep significance for all citizens across the country.

Reflecting on the initial passage of the legislation, the Speaker explained that the process had been rushed in his absence, prompting his immediate intervention to halt progress and demand a proper revisit to rectify all identified flaws.

“When the law was rushed through at the last minute at my back, I came out and said no way, this bill must go through as a consensus bill. We don’t want partisanship in it. It is for everybody. It means a lot to Ghanaians,” he said.

He further clarified that the flaws picked up by lawmakers largely stemmed from last-minute amendments introduced during the hasty proceedings, reassuring the public that these mistakes would be systematically corrected before the final passage.

“We have identified a few mistakes, most of the last-minute amendments, and therefore the next meeting will come back for a second consideration, and we’ll pass it,” Mr Bagbin stated.

Taking a firm stance on the future of the measure, the Speaker made it clear that Parliament remains resolute in establishing the bill as part of the country’s legal structure during his tenure.

“When we are no longer there, you can do what you want to do. But so far as we continue to exist, that law will be the law of the land. You can do whatever you want after I’m gone,” he added.

Mr Bagbin also extended high praise to the Minister for Communication, Digital Technology and Innovations, Samuel Nartey George, commending his pivotal role and contributions during parliamentary debates on the bill, which he noted had made the nation proud.
