Ghana and Poland to sign historic education pact to boost STEM, TVET, and Higher Education

Ghana and Poland are set to deepen their diplomatic relations through a major education partnership aimed at driving technical skills, scientific research, and academic mobility between the two nations.

Speaking during a bilateral meeting with a visiting Polish government delegation in Accra, Ghana’s Deputy Minister for Education, Dr Clement Abas Apaak, highlighted the long-standing ties between both countries, stressing that education holds the greatest potential for the next chapter of their bilateral cooperation.

The Deputy Minister emphasized that the Government of Ghana has laid a solid foundation for academic growth through major policy interventions, including the Free Senior High School and Free Technical and Vocational Education and Training (TVET) initiatives.

He revealed that the Ghana Education Trust Fund (GETFund) has allocated GH¢4.2 billion to support Free SHS and Free TVET combined, while an additional GH¢100 million in seed capital has been announced for the country’s ten Technical Universities from the 2027 budget to enhance hands-on technical instruction.

“Few investments travel as far as education. A scholarship agreed today can become a friendship that lasts a lifetime, and a partnership between two universities can outlive any one of us,” the Minister noted.

The proposed collaboration focuses on six key areas, including higher education mobility, STEM training, TVET reform, teacher development, joint research, and digital learning.

Specific academic partnerships under consideration include dual-degree programs linking Poland’s AGH University of Science and Technology with Ghana’s University of Mines and Technology in mining and resource management, as well as Warsaw University of Life Sciences with the Kwame Nkrumah University of Science and Technology in agriculture and food systems.

Highlighting Ghana’s position as a regional hub for higher education, the Deputy Minister pointed out that Ghanaian tertiary institutions draw students from across West Africa, offering an English-speaking base for European institutions seeking a gateway to the broader continent.

He praised Poland’s academic track record, particularly its above-average performance in science and mathematics under the OECD’s Programme for International Student Assessment, alongside its expertise in connecting vocational training directly to industry needs.

“Poland can offer funded places, STEM and TVET expertise, European Union funding routes, reform experience, and industry links. Ghana can offer access to West African students and institutions, an English-language setting, rich field research sites in agriculture, health, and mining, and a motivated student pipeline,” he stated.

To operationalize the agreement, both delegations agreed on four immediate next steps, including the drafting of a bilateral education Memorandum of Understanding, the appointment of ministry focal points, the launch of flagship university partnerships, and the organization of a joint workshop to explore funding under the EU’s Erasmus+ and Horizon Europe programs.

The meeting concluded with a mutual commitment to building a reciprocal, sustainable framework that enhances learning, addresses youth unemployment, and strengthens economic growth in both nations.
