Suspension of implementation of GHC1 levy on fuel is a shameful retreat, scar it now – Minority

The Minority Caucus in Parliament has taken a swipe at the government over the decision to postpone the implementation of the Ghc1 Levy Energy Sector Levies (Amendment) Act, 2025.

The Caucus, in a statement, described the decision as a “shameful retreat”.

The Ghana Revenue Authority (GRA) on Saturday, June 14, 2025, announced that it has postponed the implementation of the E-Levy following a directive from the finance minister.

But in its statement issued on Sunday, June 15, the Caucus condemned the decision to postpone the implementation of the levy.

According to the ministry, what has happened is nothing but “chaotic and inconsistent approach to economic governance”.

“This eleventh-hour U-turn epitomises a trial-and-error strategy and reveals a disturbing lack of stakeholder engagement prior to the passage of the law,” the statement read.

“The same administration that lambasted the Akufo-Addo government for blaming global events is now using those very arguments to explain its own policy confusion,” it added.

It has therefore called for parliament to be reconvened to repeal the levy altogether, insisting the postponement is “wholly inadequate”.

“The Dumsor Levy was a terrible idea from the onset. At a time when Ghanaians are suffering under the weight of a high cost of living, any additional fuel taxes are economically reckless and morally indefensible,” the statement said.

It further opposed claims by the government that the E-Levy is meant to clear debt in the energy sector and to stabilise power supply.

The minority maintained that the previous administration ensured a stable power supply without burdening Ghanaians with levies.

“We categorically reject the notion that Ghana’s energy woes are due to the absence of this levy. They are the product of poor leadership and mismanagement,” the statement added.
