The Auditor General has released the full report on the forensic audit of the National Service Authority (NSA) activities from 2018 to 2024.
The report revealed total financial irregularities of 2.5 billion cedis during the period.
Key findings included:
- Over 1 billion cedis in payments were made exceeding 13 months.
- An additional GH₵ 989 million was paid to personnel without required biometric or monthly attendance verification.
- GH₵ 302 million was paid to vendors without contracts, invoices, or evidence of work done.
The audit noted that while the NSA’s software was found to be fit for purpose, the NSA deliberately bypassed built-in controls.

A specific irregularity involved former Deputy Executive Director Gifty Oware Mensah (currently standing trial), who, despite being an NSA employee, also enrolled as a service person and received the regular monthly allowance of GH₵ 559 for 12 months.
The report also highlighted excessive manual overrides.
Although the software was designed to automate processes, many were done manually: 78% of postings and over 65% of enrolments between 2018 and 2024 bypassed the automated system.
The report concludes that simply changing the technology will not address these issues.
