The Minister for Communication, Digital Technology, and Innovation, Sam Nartey George, has announced that the government of Ghana has officially identified the Russian national at the center of a recent controversy involving the non-consensual sharing of intimate videos of Ghanaian women.
The individual has been identified as Vladislav Luilkov.
The announcement was made during a joint press conference held by the Ministry of Communication and the Ministry of Gender, Children, and Social Protection.
Following a meeting with the Russian Ambassador to Ghana, Minister Sam George and Dr. Naa Momo Lartey (Minister for Gender, Children, and Social Protection) reiterated their commitment to enforcing the law.

They emphasised that the government will utilize all legal avenues to uphold Section 67 of the Cybersecurity Act, 2020 (Act 1038), ensuring that the protections afforded to Ghanaian citizens are strictly maintained.
While the Russian Ambassador indicated that extradition is currently not a possibility, Sam George noted that his ministry and the Ministry of Gender are collaborating closely with the Police CID.
They have activated international legal proceedings through INTERPOL to ensure that if the suspect travels outside of Russia, Ghana will have a legal mechanism to hold him accountable for his actions.
The Minister stated that the individual’s passport details will be released to the media for verification and public awareness.
Several of the affected women have already filed official complaints. Authorities are currently working to provide these victims with the necessary support as the investigation progresses.
