New $300m funding injection to upgrade free SHS classrooms and dormitories

The government has obtained a $300 million World Bank facility to upgrade infrastructure in secondary schools nationwide.

This funding aims to bridge the deficit caused by launching the Free SHS policy without corresponding structural expansions.

Briefing Parliament on ThursdayJuly2, 2026, the Education Minister acknowledged that the Free Senior High School scheme commenced in 2017/2018 but was “unaccompanied by commensurate infrastructure support over the eight year period we simply didn’t invest in infrastructure in the schools.”

He added, “He said we simply did not I choose my words carefully, commensurate infrastructure.”

Highlighting the resulting overcrowding, he noted: “If you had a school which admitted two thousand four hundred the school today is four thousand five hundred with the same boarding facility, the same lecture theater, what do you expect that school to do?”

However, he assured the House that steps are being taken to rectify the issue: “That is why this government is correcting it. President Mahama have authorised the minister for finance and the World Bank only three weeks ago approved the three hundred million dollar facility, the program to expand infrastructure in secondary schools across the country.”

The Minister concluded by stating that tenders will be invited shortly: “Mr speaker, sooner than later the advert will be out and the procurement processes will accompany it to expand the infrastructure.”
