Government to transform secondary education with $300m World Bank boost – Finance Minister

The Ghanaian government is set to overhaul secondary education nationwide, deploying a $300 million facility from the World Bank to fund 210 major infrastructure projects.

Finance Minister Dr Cassiel Ato Forson made the announcement during his presentation of the Mid-Year Fiscal Policy Review of the 2026 Budget in Parliament on Thursday, 23 July 2026.

“Government is therefore taking both steps to transform secondary education through a three hundred million United States Dollar World Bank finances,” he stated.

The details of the initiative indicate significant capital investments aimed at constructing new facilities as well as modernising existing institutions.

“Under this three hundred million United States Dollar World Bank finances initiative government will undertake two hundred and ten major infrastructure interventions across the country. These include mister speaker we are building ten new secondary schools,” he told the House.

Beyond fresh construction, the initiative targets large-scale restoration and category upgrades for established secondary institutions.

“Right honorable speaker we will rehabilitate one hundred and fifty secondary schools. Mister speaker we are upgrading thirty category C secondary schools to become a category B school. Mister speaker aside we are also upgrading twenty category B schools to be part of category A,” Dr Forson said.

Essential learning equipment will also be provided as part of the package to equip classrooms adequately.

“Mr speaker we are also going to procure furniture to support these schools that we are building,” he stated.
Emphasising the strategic importance of the sector, the Minister reaffirmed the administration’s belief in academic funding as a catalyst for long-term national development.

“The government of Ghana remains what uh the education remains one of the most powerful investments we can make in the future of our country,” he said.

As part of the drive to widen reach in underserved communities, 10 newly built secondary schools will be strategically allocated to reach approximately 2.3 million students while helping phase out the double-track system within two years.

“Secondary schools will be strategically distributed to improve access in the under seven areas. One new school each will be constructed in Western, Western North, Greater Akhara, Volta, Otite, Northern, Upper East, Upper West, Savannah, and Central Region,” he stated.

The Finance Minister highlighted the broad demographic reach of the infrastructure drive, noting it will positively impact educators and administrative staff alongside learners.

“Upon completion, the project is expected to benefit about two point three million students, over hundred thousand teachers, and about two thousand school leaders across the country,” he told the House.

Ultimately, the drive focuses on elevating academic quality, technical skill development, and equal opportunity across the country.

“The project will support government effort to eliminate the double track within two calendar years. Mister speaker, improve learning outcomes, particularly in mathematics and science, expand female participation in and T-Vert education, and equip our young people with the digital technical and skills required for the jobs of the future,” Dr Forson said.
