President John Dramani Mahama has named Emelia Afi Agbenyo and Dr Joseph Kweku Asamoah as the new Deputy Chairpersons of the Electoral Commission.

Ms Agbenyo moves into the role from her previous position as Deputy Director for Operations at the Ghana TVET Service. Dr Asamoah, a law lecturer at the Kwame Nkrumah University of Science and Technology, brings extensive experience to the post, having spent over seventeen years working in law, public administration, and elections.

He is already well known at the commission, having previously served as its Director of Finance, head of audit, and head of the training centre.

During his earlier time there, he helped oversee several major national votes, including the general elections in 2012 and 2016.

Alongside his public service career, Dr Asamoah is a qualified chartered accountant, certified economist, and practising lawyer who has also trained election officials across Africa.

The two new appointments fill key vacancies left by recent departures at the top of the organisation. Dr Bossman Asare resigned from his post to return to university teaching, while Samuel Tettey retired from his role overseeing operations after reaching the mandatory retirement age.

The changes are expected to reinforce the commission’s leadership as it prepares for its upcoming duties.

About Affi Agbenyo

Affi Agbenyo is a development specialist in technical and vocational education and training (TVET), skills development, and gender transformation.

She has expertise in policy design, resource mobilisation, and leading multi-stakeholder partnerships for economic empowerment.

Her work includes leading projects that trained women in traditionally male-dominated trades, co-authoring Ghana’s first Disability and Gender Inclusive TVET manual, and conducting gender analyses for international agencies.

An experienced communicator and advocate, Agbenyo regularly contributes to discussions on governance, public policy, and national development. She has worked with organisations including GIZ Ghana, KOICA, the UNDP Small Grants Programme, and the former Council for Technical and Vocational Education and Training.

About Dr Asamoah

Dr Asamoah brings extensive institutional experience from managing major Ghanaian elections, including the 2012 and 2016 general elections, the 2010 and 2015 local elections, and the 2019 regional creation referendum, where he oversaw operations, managed large budgets, tightened financial controls, and trained election officials.

Notably, following the failure of the Electronic Results Transmission System in 2016, he developed the replacement Election Results Management System used to declare the presidential election—a system widely commended for its efficiency and transparency.

Beyond Ghana, he has trained administrators across Africa for the Association of African Election Administrators, advised foreign electoral bodies such as Nigeria’s, designed the MA in Electoral Policy and Security at the Kofi Annan International Peacekeeping Training Centre (KAIPTC), and led the ECOWAS Election Observation Mission Course.

A barrister and solicitor at Asante-Krobea & Associates (AKA Legal), Dr Asamoah is a lawyer, chartered accountant, and certified economist specializing in litigation, corporate advisory, legal drafting, dispute resolution, public financial management, and strategic planning.

He holds memberships in the Ghana Bar Association, the Institute of Chartered Accountants, Ghana, and the Institute of Certified Economists, Ghana. Academically, he lectures in law at Kwame Nkrumah University of Science and Technology (KNUST) and Wisconsin International University College, and serves as an adjunct lecturer at KAIPTC.

His qualifications include a PhD in Political Economy and Diplomacy focused on electoral administration in Ghana and Kenya, an ongoing second PhD in Law at the University of Ghana, an LLM in Commercial and Corporate Law from the UK, an MA in Accounting and Finance, an LLB, a first-class BSc in Accounting, and UK diplomas in international business law and business administration, with research covering legal issues, public finance, electoral governance, and African democracy.
