Management body takes legal action against SSNIT and Hotels over La Pleasure Beach demolition

The management row surrounding the operations of Accra’s popular coastal resort, La Pleasure Beach, has escalated into a legal battle following the destruction of administrative offices and commercial structures at the beachfront.

Stanley Anyetei Nunoo, acting as Chairman of the La Pleasure Beach Management Committee, has dragged the Social Security and National Insurance Trust alongside two major hospitality firms to the High Court in Accra over the incident.

In a suit filed on 23 October, the plaintiff is seeking formal court declarations confirming the committee’s sole mandate to oversee the beachfront, issue operational licences, regulate local commerce, and collect revenue.

The writ names SSNIT, Hotel Investments (Ghana) Limited, and La Palm Beach Hotel Limited as defendants, accusing them of sponsoring an illegal exercise that brought administrative work to a standstill and jeopardised the livelihoods of registered vendors.

The core of the dispute rests on long-standing claims regarding the rightful custodianship of the shoreline. Court filings indicate that the current management body was established under a Court of Appeal ruling on 21 July 2022, which dissolved an earlier interim committee constituted by the High Court in 2013.

Mr Nunoo maintains that his team has exercised full operational control since that decree, stressing that the hospitality entities running Labadi Beach Hotel and La Palm Beach Hotel possess no proprietary or possessory rights over the public beach beyond access permissions granted by his committee.

The legal challenge stems from an early morning raid on 2 October 2026, when armed security personnel comprising police officers and military personnel allegedly stormed the strip.

According to the statement of claim, heavy machinery pulled down the main administrative office and several licensed structures, resulting in the destruction and removal of crucial records, office furniture, and equipment. Staff members and local business owners were forcibly evicted during the dawn operation, which the plaintiff asserts was conducted without any judicial warrant, prior notice, or fair hearing.

In response to the events, SSNIT released a public statement confirming it had engaged the National Security Council Secretariat to address persistent encroachment, illegal occupation, and unauthorized commercial activities on the land adjacent to its hospitality assets.

The Trust stressed its legal duty to safeguard its investment portfolio in the interest of Ghanaian workers and pensioners. However, the plaintiff contends that SSNIT and its subsidiary hotel managers acted outside the law by organizing the clearance, leaving the High Court to determine the legality of the demolition and resolve the conflicting rights over the beachfront asset.
