YEA Director of Procurement assures beneficiaries of arrears payment by the end of March

Yaw Asamoah Buckman, the director of procurement for the Youth Employment Agency (YEA), has appealed to beneficiaries with outstanding allowances to remain patient, as the agency is working to clear all unpaid arrears.

Speaking on Frontline on Rainbow Radio 87.5FM this Thursday, March 12, 2026, Mr Buckman assured listeners that officials expect to settle all unavoidable arrears by the end of March 2026.

Mr Buckman acknowledged that the agency is fully aware of the months-long backlog but explained that administrative shifts are aimed at better financial management.

He noted that the new administration has introduced a commitment authorisation process. Under this system, institutions must seek authorisation from the Ministry of Finance before any contracts are signed or payments are disbursed.

This measure is designed to ensure better coordination between various youth-led initiatives and strengthen oversight of agencies and institutions supervised by the Ministry of Youth Empowerment.

The director reiterated that funds are expected to be released shortly.

“Very soon, some funds will be released by the end of March to pay them. Before the Christmas break, YEA made some payments, and by the end of March, further payments will be made.”

He further emphasised that the government is planning to increase allowances for beneficiaries to better support their needs.

In a move to ensure transparency, Mr Buckman announced that beneficiaries who were receiving payments but failed to report to work have been removed from the payroll.

> “This government remains committed to dealing with issues of ghost names; hence, systems have been designed to ensure that only beneficiaries working under the various modules are paid.”
