President John Dramani Mahama has officially sworn in the new Independent Fiscal Council at a short ceremony held at Jubilee House, aimed at strengthening Ghana’s economy and restoring public financial discipline.
The council, established under the Public Financial Management (Amendment) Act, 2025 (Act 1136), is a five-member independent body mandated to scrutinise government spending, monitor debt sustainability, and ensure transparency in the management of public resources.
Speaking during the inauguration, President Mahama stressed that fiscal responsibility must not be regarded merely as a statutory requirement, describing it as a moral obligation to present and future generations. He urged members of the council to discharge their duties based strictly on evidence and the national interest, free from any form of political bias.
The newly sworn-in council is chaired by Dr Emmanuel Oteng Kumah, an international economic consultant.
Other members of the independent body include former Governor of the Bank of Ghana, Dr Henry Kofi Wampah, and Prof. Patrick Opoku Asuming from the University of Ghana Business School.
Completing the five-member council are think tank representative Leslie Dwight Mensah and public policy expert J. Kweku Bedu-Addo.
The inaugurated council is expected to immediately begin its oversight responsibilities over public spending and ensure the strict implementation of fiscal policies across state institutions.
