President John Dramani Mahama has launched the High-Level Panel Report of the #AccraReset, titled A Sovereign Future for Health, on the sidelines of the 81st United Nations General Assembly in New York.

The report sets out a framework aimed at pushing for self-reliance in healthcare across the Global South and ending over-reliance on foreign aid.

Speaking at the launch, President Mahama highlighted the need for developing nations to take full charge of their healthcare systems rather than depending on foreign donors.

“One year ago, through the Accra Reset, we rejected the idea that the health, dignity, and future of our people should remain perpetually tied to foreign donor magnanimity,” President Mahama stated.

He criticized past models of international health assistance, noting that nations in the Global South were often expected to claim ownership of programmes without having real financial or strategic power.

“For decades, nations of the Global South have been asked to practice ‘country ownership’ of health programs while distant boardrooms retained complete control over funding and priorities. To put it plainly, we were handed a broken cauldron and asked to own a soup cooked entirely in someone else’s kitchen,” he added.

President Mahama stressed that true independence in healthcare delivery requires direct oversight and local capacity.

“Today, through the Accra Reset, we declare unequivocally that there can be NO ownership without control,” he affirmed.

Addressing domestic responsibilities, the President noted that self-reliance requires strict governance and financial discipline at home under the government’s #ResettingGhana Agenda.

“Sovereignty is not a blank check. If we demand control, we must earn it through strict domestic accountability. In our #ResettingGhana Agenda, we are tightening fiscal management, fighting corruption, and building local industrial capacity to ensure our domestic pharmaceutical companies manufacture essential medicines locally instead of waiting on foreign aid,” Mahama explained.

According to the President, the report outlines a “New Global Bargain” founded on three core pillars: genuine resource ownership, equal global partnerships built on human dignity, and absolute domestic accountability to ensure public funds are protected “down to the last pesewa.”

He stated that health has been chosen as the primary focus area, with particular emphasis on reducing maternal mortality across Sub-Saharan Africa through targeted programmes such as Mother Africa and Business United for Mothers, Babies and Youth (BUMBY).

President Mahama also expressed his appreciation to members of the Accra Reset Guardians’ Circle—including former Presidents Olusegun Obasanjo of Nigeria, Ellen Johnson Sirleaf of Liberia, and Laura Chinchilla of Costa Rica—alongside the panel co-chairs and international partners for supporting the initiative.

Today, on the sidelines of the 81st United Nations General Assembly in New York, I launched a defining milestone in our push for self-reliance in the Global South: the High-Level Panel Report of the #AccraReset, titled A Sovereign Future for Health.

One year ago, through the Accra Reset, we rejected the idea that the health, dignity, and future of our people should remain perpetually tied to foreign donor magnanimity. For decades, nations of the Global South have been asked to practice “country ownership” of health programs while distant boardrooms retained complete control over funding and priorities.

To put it plainly, we were handed a broken cauldron and asked to own a soup cooked entirely in someone else’s kitchen.

Today, through the Accra Reset, we declare unequivocally that there can be NO ownership without control.

However, sovereignty is not a blank check. If we demand control, we must earn it through strict domestic accountability. In our #ResettingGhana Agenda, we are tightening fiscal management, fighting corruption, and building local industrial capacity to ensure our domestic pharmaceutical companies manufacture essential medicines locally instead of waiting on foreign aid.

The report sets out a clear path for a New Global Bargain built on Ownership backed by real control over our resources and production capabilities, Cooperation defined by human dignity, mature, equal partnerships with global allies, and Absolute domestic accountability to ensure public resources serve our citizens down to the last pesewa.

We are selecting health as our first battleground with a direct focus on ending the unacceptable maternal mortality rates across Sub-Saharan Africa. Through initiatives like Mother Africa and Business United for Mothers, Babies and Youth (BUMBY), we are ensuring our commitments deliver real protection where it matters most.

My profound gratitude goes to our Guardians’ Circle, Presidents Olusegun Obasanjo, Ellen Johnson Sirleaf, and Laura Chinchilla, the High-Level Panel Co-Chairs, and our global partners for their unwavering commitment.
