President John Dramani Mahama has held a high-level bilateral meeting with Russian President Vladimir Putin on the sidelines of the Third Russia–Africa Summit in Moscow, securing major bilateral agreements aimed at boosting Ghana’s energy and industrial capacity.
The engagement, which took place on 30 October 2026, yielded six strategic commitments spanning nuclear energy development, national defence, agricultural support, higher education, and the revival of key diplomatic frameworks.
A major highlight of the talks is Russia’s commitment to partner with Ghana in establishing a 2,000-megawatt nuclear power plant. The facility is expected to address long-term energy security challenges while providing the necessary power grid infrastructure to accelerate the nation’s industrialisation drive.
In addition to energy infrastructure, the bilateral discussions focused on bolstering national security and food production. Both leaders agreed on frameworks for enhanced defence cooperation and expanded collaboration within the agricultural sector to boost domestic yield and technical expertise.
The agreement also extends to human capital development, with Moscow promising an increase in academic scholarships for Ghanaian students seeking tertiary education in Russia.
To ensure the effective implementation of these agreements, President Mahama and President Putin resolved to reactivate the Permanent Joint Commission for Cooperation (PJCC), which will serve as the primary diplomatic body driving the bilateral projects forward.
