An electrical engineer Mr. Amu Mensah has called on authorities to crack the whip on persons who make excessive noise to disturb the peace of others.
He was of the view that excessive moaning during sex is a nuisance and persons who engage in that must be arrested.
He was speaking on Nyankonton Mu Nsem on Rainbow Radio 87.5Fm.
Research works have revealed that sexual experience can involve both pleasure and suffering expressed in moaning.
It has also emerged that several individuals moan to speed up their partner’s orgasm or to pretend they are reaching their peak.
According to the Oxford English Dictionary, a moan is “a long, low sound made by a person expressing physical or mental suffering or sexual pleasure”; and to scream is “to make a loud high cry because you are hurt, frightened, or excited.”
However, the Chief Executive Officer of Amu Mensah Exhaust Pipe Welder says excessive moaning is a breach of public order and peace hence all individuals who make noise with their sexual escapades must be dealt with.
“The law says excessive moaning is unlawful and when you live close to someone and disturb the person with your sexual intercourse, you have breached the law and must be arrested.
Some people scream and make noise when having sex. They moan and make loud creams such as f*** me, ‘kill me’ Aaah, hmmm among others. Several individuals find this kind of moan a nuisance but are unable to complain.”
He also wants business owners, preachers and other individuals who operate facilities that use public address systems without permits to be prosecuted.
To him, that os the only way people will stop making excessive noise.
The Accra Metropolitan Assembly (AMA) recently issued notices to ten street preachers and five persons engaged in the sale of products using the public address system in the Central Business District (CBD) for operating without a permit and making noise contrary to AMA Abatement of Noise Bye-Law 2017.
Public Health Officers of the Assembly issued the notices on Friday, 15th July 2022 when they stormed the CBD to enforce the Abatement of Noise Bye-Law.
According to the Ghana Standards Protection Requirement for ambience noise control code GS 122: 2018, the permissible noise level within commercial areas should be 75 decibels (dbs) during the day and 65dbs during the night, whilst areas with residential, trading and light industrial activities should be 60dbs during the day and 65dbs during the night.
Under Section 9 of the AMA Abatement of Noise Bye-Law, public preachers were expected to obtain a street preaching permit from the AMA which mandates them to go about their activities from 8 am – 10 am with adherence to the permissible noise level.
Aside from these provisions, Churches or Religious institutions conducting service shall not allow music to be played or to preach at a service so loud as to cause disturbances to residents in an area, adding that, such services must be between 5 am – 10 pm.
