Interior Minister advocates for reclassification of Narcotics Control Commission as Security Agency

The Minister for Interior, Hon. Muntaka Mubarak, has strongly advocated for the reclassification of the Narcotics Control Commission (NACOC) as a state security agency.

Speaking to Parliament, the minister underscored NACOC’s critical role in combating illicit drug trafficking and transnational crime, asserting that its functions are indispensable for national security.

During a working visit to NACOC on February 27, 2025, Hon. Mubarak emphasised the Commission’s vital mandate, as detailed in the Narcotics Control Commission Act, 2020 (Act 1019).

He, however, raised concerns over NACOC’s exclusion from the Security and Intelligence Agency Act, 2020 (Act 1030).

He argued that the exclusion demands urgent correction, as NACOC’s role in national security is paramount, making its reclassification a necessity, not merely a matter of convenience.

Hon. Mubarak recommended that NACOC be included in the proposed amendment to Act 1019 and the Intelligence Agency Act currently under review.

He was of the view that the move aligns with international best practices for effective drug enforcement. Furthermore, similar recommendations have been submitted to the Constitution Review Committee, urging that NACOC be explicitly cited as a state security agency within the Constitution itself.
