Attorney-General drops case against Duffour and 7 others after significant recovery of state funds

The Attorney-General’s office announced today, July 22, 2025, that it has discontinued the high-profile case of The Republic v. Kwabena Duffour & 7 Others.

This decision, made through a nolle prosequi, the Office explained doesn’t mean the accused are innocent or that no wrongdoing occurred.

Instead, it’s a “pragmatic step in line with the overarching national interest of recovering State resources.”

According to a press release signed by Dr. Justice Srem-Sai, Deputy Attorney-General, the Attorney-General’s office and other state agencies set a 60% recovery target for alleged losses to the State.

In this particular case, the accused met this recovery threshold after extensive negotiations.

The office determined that the substantial funds recovered were sufficient, making further prosecution unnecessary.

The case against Kwabena Duffour and 7 Others was one of many prosecutions stemming from the financial sector clean-up exercise that began in 2018.

The main goals of these prosecutions have been to ensure accountability for public funds and, more importantly, to recover losses incurred by the State due to alleged financial impropriety.
