Geoffrey Kabutey Ocansey, Executive Director of Revenue Mobilisation Africa, has lauded the Ghana Revenue Authority (GRA) for its forward-thinking decision to roll out Publican AI—a new Artificial Intelligence-driven trade data analytics platform.
Mr. Ocansey described the system, designed to bolster revenue mobilization and dismantle customs fraud, as a “laudable” step forward.
Speaking on Frontline on Rainbow Radio 87.5FM, he emphasised that AI has become an inseparable part of modern life, asserting that Ghana must embrace these global technological trends to remain competitive.
The new system, scheduled for full implementation in February, is expected to transform customs operations by identifying discrepancies in reported goods value to ensure fair taxation, automatically flagging high-risk shipments for closer inspection and enhancing the speed and accuracy of the customs clearance process.
Mr. Ocansey noted that the technology is already yielding tangible results. Initial trials reportedly recovered 15 million Cedis from five companies that had previously falsified trade data.
“I must commend the GRA for introducing this system. It will ensure accurate duty determination across the board and reduce fraud,” Ocansey stated. “It provides real-time information, enabling officials to be more efficient. However, strict monitoring is essential to prevent the abuse of the system.”
While optimistic, the analyst cautioned that technology is not a total replacement for integrity. He urged authorities to maintain rigorous oversight, noting that human interaction remains a variable in AI implementation.
He stressed that GRA officials must work within ethical frameworks to ensure the system’s long-term success.
“Enhancing revenue mobilization is critical,” Ocansey told host Kwabena Agyapong. “Any system that helps GRA officials be more efficient should be supported, provided there is a commitment to ethical standards.”
