Government Partners Tech Firm to Digitise Ghana’s Informal Sector with EjumaPa Platform

The Ministry of Labour, Jobs and Employment has entered into a strategic partnership with Jakops Innovation Limited to deploy a nationwide digital platform aimed at transforming Ghana’s informal sector and expanding access to decent work opportunities.

The agreement, formalised through a Memorandum of Understanding (MoU) signed in Accra, will see the rollout of the EjumaPa Digital Platform, a mobile and web-based application designed to connect artisans and skilled workers with clients seeking their services.

The initiative is expected to bring millions of informal sector workers – including carpenters, electricians, tailors, mechanics, and hairdressers – into a structured and regulated digital ecosystem, enhancing job visibility, accountability, and income opportunities.

Speaking on the significance of the partnership, officials indicated that the platform aligns with the ministry’s mandate to promote employment, regulate labour markets, and improve livelihoods through innovative, technology-driven solutions.

Under the arrangement, Jakops Innovation Limited will be responsible for the design, development, and maintenance of the platform, including user onboarding systems, technical support, and training for both service providers and administrators. The company will also ensure a secure and scalable system capable of handling a growing national user base.

On its part, the Ministry will oversee the certification and accreditation of artisans, establish regulatory standards, and provide institutional support to ensure the platform’s credibility and nationwide adoption. The Ministry will also facilitate access to operational space and collaborate with stakeholders to mobilise workers across the country.

A key feature of the platform is its built-in revenue model, which includes a service fee charged on transactions, alongside mechanisms to improve tax compliance within the informal economy.

To ensure effective governance, both parties will constitute a Joint Steering Committee to oversee implementation, monitor performance, and guide the project’s strategic direction.

The MoU, which is expected to run for an initial period of four years, represents a significant step toward formalising Ghana’s informal sector and leveraging digital innovation to drive inclusive economic growth.

Officials say the EjumaPa Platform will not only create sustainable employment opportunities but also position Ghana as a leader in using technology to modernise labour systems in Africa.
