​GRDA won’t be haemorrhaging state funds; it will become the best institution by 2028 – CEO

The Chief Executive Officer of the Ghana Railway Development Authority (GRDA), Dr Frederick Appoh, has declared that the organisation is on track to emerge as one of the nation’s premier state institutions by 2028.

Dr Appoh emphasised that under his leadership, the authority will transition away from being an entity that haemorrhages state resources, instead becoming a vital contributor to the national economy.

Central to this vision is a strategic shift in operations.

The CEO noted that the current plan aims to transform the railway sector by expanding its scope from purely passenger-orientated offerings to a robust combination of passenger and logistics services.

Acknowledging the keen interest Ghanaians hold for the rail sector, he stressed the importance of staff discharging their duties with a level of excellence that significantly improves service quality.

Dr Appoh highlighted the political will driving this change, noting that President John Dramani Mahama has demonstrated a significant commitment to the sector’s transformation.

He further described the minister of transport as a formidable leader dedicated to seeing a revitalised railway network while also recognising the collaborative efforts of the finance minister, the GRDA board, management, and staff.

Speaking on the programme Frontline on Rainbow Radio 87.5FM, Dr Appoh expressed strong optimism regarding the sector’s inherent potential.

He maintained that with appropriate funding and financial support, the railway would function efficiently and achieve long-term viability.

“We are all working together to ensure that we can revive this sector,” he stated. “As I sit here, I can confidently say that based on experience, the Ghana railway sector will be one of the best-performing agencies come 2028. All things being equal, and all things remaining constant—that is, having the adequate funding to undertake what we are trying to do—I am hoping that the Ghana railway sector will cease to be a haemorrhaging entity of the government budget. Rather, it will become one of the key sectors contributing to development as well as improvement in government productivity in Ghana.”

From his perspective, the sector represents a massive opportunity for job creation and industrial growth.

He pointed out that over 200 workers are currently employed within the Tema to Mpakadan enclave and announced that authorities intend to introduce the movement of containers and other logistics by the end of July this year.

“The Ghana Railway Development Authority is going to create what I call a logistics and supply chain business that will open up the economic corridor of the country,” Dr Appoh added.

“I am confident that with the support of His Excellency the President, together with the Minister of Transport, the management of GRDA, and the Board of GRDA, we are going to create one of the most enviable state agencies in the Republic.”
