The parliamentary Minority has accused the government of plotting to defraud the state by pushing an extra $85 million USD payment for a foreign military hospital project.
At a recent press conference, Hon. Kofi Amankwa-Manu—MP for Atwima Kwanwoma and Deputy Ranking Member on Parliament’s Defence and Interior Committee—stated he wanted to “set the record straight and expose this grand scheme of deception.”
The lawmaker, who previously served as Deputy Defence Minister and chaired the Ministry of Defence Project Implementation Unit, rejected claims that the 500-bed facility is only 60% finished.
He labeled those assertions a “complete fabrication designed to justify an outrageous financial demand.”
To back his claim, Hon. Amankwa-Manu pointed to official Project Implementation Unit records.
According to him, the data shows the hospital was 92.5% complete by September 2024, rising to 98% by January 2025 under the previous NPP administration.
“The foreign military hospital is completed and operationalized to serve the health needs of the Ghana Armed Forces and the people of the Ashanti Region and beyond,” he said.
Hon. Amankwa-Manu cautioned that leveraging the “backdoor to pay this newly generated, unjustified amount of $85 million USD” amounts to “create, loot and share.”
The Minority is demanding strict value for money, vowing to block the transaction, and urging the government to halt the payment immediately.
