Our decision to issue a position on the constitutional review is to clear confusion before the referendum – NPP

The governing New Patriotic Party (NPP) is set to declare its official position on proposed amendments to the 1992 Constitution to clarify competing stances and properly inform Ghanaians ahead of any upcoming referendum.

In a statement released on Friday, August 28, 2026, the party confirmed that its Constitutional and Legal Affairs Policy Committee completed a thorough review of the Constitution Review Committee (CRC) report and the government’s subsequent Position Paper.

Having actively participated in the constitutional review process and submitted recommendations to the CRC earlier, the NPP’s specialized committee conducted a secondary assessment following the publication of the government’s Position Paper on July 30, 2026, to formulate the party’s official framework.

Speaking on Rainbow Radio’s Nyankonton Mu Nsem, Member of Parliament for Manhyia South and member of Parliament’s Legal and Constitutional Affairs Committee, Nana Agyei Baffour Awuah, revealed that the document will be presented to the party’s flagbearer, Dr. Mahamudu Bawumia, alongside the National Executive Committee (NEC) for final consideration and adoption.

He urged the public to exercise patience, promising that the party’s stance would be made public shortly. He explained that revealing specific details prior to briefing party leadership would be improper.

“It would be out of place for us to disclose details from the report when the person who engaged us to work on this is yet to receive it,” he stated.

Addressing previous debates, the lawmaker criticized the Opposition National Democratic Congress (NDC) over its resistance to electing Metropolitan, Municipal, and District Chief Executives (MMDCEs) on a partisan basis. That resistance ultimately led President Nana Addo Dankwa Akufo-Addo to withdraw the bill seeking to amend Article 243(1) of the Constitution, alongside calling off the nationwide referendum intended to amend Article 55(3).

Nana Agyei Baffour Awuah highlighted that conflicting proposals have left the public facing three distinct viewpoints on local governance reform.

“The decision was to have MMDCEs elected, but they resisted. Today, if you examine the proposals from the Professor Kwesi Prempeh report, they agreed to elections, but not on partisan lines. Government, however, disagreed, proposing that the President select three candidates for the electorate to choose one. That means we now have three different positions: what the Professor Kwesi Prempeh group gathered from Ghanaians, the position of the government, and the position of the NPP,” he noted.

He stressed that these diverging perspectives necessitate a clear, published document from the party.

“That is the reason why we have, as a party, taken the decision to deal with these matters and issue a position, so Ghanaians will understand the differences and be well-informed before voting in any referendum,” he added.
