JUSAG refuses to call off strike until full approval of revised salaries

November 3, 2026

The Judicial Service Staff Association of Ghana (JUSAG) has reaffirmed that its industrial action remains in full force, despite recent commitments from the government to settle salary arrears.

JUSAG commenced an indefinite strike on Monday, 2 November 2026, protesting against the executive’s failure to formally approve and release revised remuneration and allowances owed to its membership.

Addressing a press conference at the Supreme Court, the General Secretary of JUSAG, Abdulai Yakubu, directed all staff across the country to withhold their services until the President formally approves the adjusted salary structure and disburses the November payments alongside arrears spanning January to October 2026.

The industrial action persists even as the Ministry of Finance instructed the Controller and Accountant-General’s Department to disburse funds covering back-pay for staff of the Judicial Service and Lower Court Bench.

This clearance followed presidential approval of upgraded conditions of service under Article 149 of the 1992 Constitution, backdated to 1 January 2026.

In official correspondence, the Minister for Finance, Dr Cassiel Ato Forson, indicated that releasing the funds aligns with efforts to clear state payment backlogs.

However, Mr Yakubu stressed that the core concern remains the formal, documented implementation of the agreed terms.

He disclosed that union leadership recently engaged representatives from the Presidency alongside the Ministries of Labour, Finance, and Justice, who appealed for the strike to be called off.

Following internal consultations with membership, leadership resolved that the strike will not be lifted without binding written documentation.

According to Mr Yakubu, government officials offered verbal commitments during discussions, indicating that the Ministry of Finance would liaise with the Presidency to finalize approvals, but failed to provide concrete proof.

“The main issue is about implementing what the Judicial had given…The strike is still on till the demands are met,” he said on Nyankonton Mu Nsem on Rainbow Radio 87.5FM.

When questioned on the assurances received, he noted that officials pledged to work jointly with the Presidency to conclude the matter, but reiterated that staff will not return to work until full approval is achieved.
