GHC499.8 million allocated for implementation of ‘No-Academic-Fee’ policy – Minister

The government has allocated an amount of GH¢499.8 million for the implementation of its ‘No-Academic-Fee” policy beginning this year.

Finance Minister Dr. Cassiel Ato Forson disclosed this while presenting the 2025 budget statement on Tuesday, March 11, 2025.

He said the policy will benefit first-year students in public institutions.

‘’Mr. Speaker, an amount of GH¢499.8 million has been allocated for the No-Academic-Fee policy for all first-year students in public tertiary institutions under the ‘No-Fees-Stress’ initiative.’’

Background

President Mahama, during the 2024 campaign period, announced an education policy dubbed the “No Fee Stress Policy” as part of their 2024 Manifesto Launch promises in the upcoming December 7 elections.

Addressing the party during the manifesto launch, the NDC flag bearer, John Mahama, stated that the policy aims to take away the stress of paying academic user fees from students. “They cannot afford to pay their academic user fees, and so we will take that stress off them.

First-year tertiary students will not be required to pay fees. Instead, the government will provide grants to universities to cover these costs.

“We will give the money to the student loan, and the student loan will be paid to the universities as a grant, not as a loan,” John Mahama said at the time.
