Confusion has currently rocked Ghana’s Parliament over proceedings on the controversial Electronic Transfer Levy Bill, also known as e-levy.
Members could not hold their emotions as some exchanged brawls in the House Monday evening just before the final vote on the controversial Electronic Transfer Levy Bill, was taken.
The Minority had challenged a voice vote ruling when Second Deputy Speaker Andrews Amoako Asiamah presided.
He was asked by the Minority to take a decision for a division to be made on the matter.
He later suspended sitting for an hour after which the First Deputy Speaker Joe Osei Owusu took over.
After he resumed as chair, the Minority drew his attention to the matter before the House.
The House was thrown into a heated debate over the matter and after both sides had finished submitting their arguments, the Speaker then put the question on whether the House should suspend the 48-hour rule for the bill before the House to be placed under a certificate of urgency.
After the voice votes, he ruled to favour the Majority following which the Minority challenged the ruling again.
The House was then asked to proceed with the division.
The First Deputy Speaker then drew the attention of the House he was entitled to vote on the matter.
His attention was drawn to the Standing Orders which did not allow him to have an original vote while presiding.
But he insisted he had every right to vote so far as the Second Deputy Speaker takes over as Speaker.
