Executive Director of the policy think tank Institute for Liberty and Policy Innovation (ILAPI), Peter Bismark Kwofie, has criticised the decision by the government to use the National Apprenticeship Programme (NAP) and the Adwumawura Programme (AP) to create jobs for the youth.
He opined that it is not the business of the government to “create entrepreneurs”; rather, it should be the business of the government to create an enabling environment for entrepreneurs to thrive.
Mr Kwofie asked the government to recognise that entrepreneurs are also not created by fiscal or administrative decisions.
He said although the government is seeking to use the National Apprenticeship Programme in training young people who would later be given capital and certificates at no cost to them, he asserted that there is nothing free from the government since taxpayers will be the ones to bear the cost.
Peter Bismark Kwofie maintained that this approach used in creating jobs has failed us and will continue to fail us, adding, “We can’t do the same thing over and over and expect different results.”
Every government is training the youth of Ghana in the name of job creation and employment opportunities. Today, a committee has been established to develop strategies to implement two training programmes:
- National Apprenticeship Programme (NAP)
- Adwumawura Programme (AP)
The main objective is to empower the youth for job creation.
Here, government want to consciously create entrepreneurs. Unfortunately, entrepreneurs are not created by governments. While government policies can foster entrepreneurship by creating a supportive environment, they don’t create entrepreneurs themselves. Entrepreneurs are individuals who possess the drive, initiative, and risk-taking spirit to start and run businesses.
Government should recognise that entrepreneurs are also not created by fiscal or administrative decisions.
The AP will provide FREE technical and vocational training for 10,000 Ghanaian youths between 18-35 years annually, and participants would receive certificates, start-up capital and other equipment to help establish the businesses.
There’s nothing like freebies from the government. Everything is taxpayers funded.
We can’t do the same thing over and over and expect different results.
