Gov’t maintains 2026 economic targets, rules out supplementary budget

The Minister for Finance, Dr. Cassiel Ato Forson, has reiterated the government’s resolve to stick to its 2026 macroeconomic targets, declaring that no supplementary budget will be presented for the 2026 financial year.

Delivering the Mid-Year Fiscal Policy Review of the 2026 Budget in Parliament on Thursday, July 23, 2026, Dr. Forson explained that the administration is focusing on a strategic realignment of expenditure within the already approved budget allocation rather than requesting extra funding.

“Right Honourable Speaker, however we are undertaking a strategic realignment of expenditures within the existing appropriations,” he stated.

According to the Finance Minister, the government remains firm on achieving its set macroeconomic targets for the year, which include an overall GDP growth rate of at least 4.8 per cent and a non-oil real GDP growth rate of at least 4.9 per cent.

Additionally, the target for end-year inflation stands at 8 per cent with a margin of plus or minus 2 per cent, alongside a primary surplus target of 1.5 per cent of GDP on a commitment basis.

The government also intends to maintain gross international reserves adequate to cover a minimum of three months of imports
Dr. Forson stressed that the review is not merely a legal requirement but a true reflection of the nation’s financial journey.

“Mr Speaker, beyond fulfilling a statutory obligation these statements tell the story of where Ghana stood. Where Ghana stands today and where Ghana is headed,” he told the House.
