Deputy Minister urges Directors of Education to drive policy implementation in classrooms

The Deputy Minister for Education has tasked Directors of Education across the country to bridge the gap between policy formulation and classroom implementation, stressing that national educational objectives can only be realized through proactive district leadership.

Speaking at the 33rd Conference of Directors of Education (CODE) in Bolgatanga, Upper East Region, on Tuesday, October 20, 2026, the Minister reminded delegates of their pivotal role in the delivery of quality learning outcomes across all sixteen regions of Ghana.

Delivering warm greetings on behalf of the Minister for Education, Lawyer Haruna Iddrisu, the Deputy Minister emphasized that policies drafted in Accra must translate into meaningful learning outcomes for students in every corner of the country.

“Directors, you are the hinge on which this country’s education policy turns. A ministry can write the finest policy in Accra. But it is in your districts, your circuits and your schools that policy either becomes a child’s better future or remains ink on paper,” the Deputy Minister stated.

Addressing the central theme of the event, “From Policy to Classroom: District Leadership for Quality Learning Outcomes and 21st Century Skills for National Development,” the Deputy Minister noted that Ghana does not lack policy frameworks, but rather requires stronger commitment at the district level to deliver the last mile of educational reform.

“District leadership means more than administering circulars. It means knowing which schools in your district are underperforming, and why. Quality learning outcomes are not produced in Accra. They are produced, or lost, under your watch,” the Minister declared.

Highlighting the demands of the modern global economy, the Deputy Minister urged Directors to move beyond traditional syllabus coverage and foster critical thinking, problem-solving, digital literacy, and technical capabilities among learners.

Reflecting on the resolutions of July’s National Conference on Stemming the Growing Indiscipline in Schools held in Sunyani, the Minister urged officials to take firm steps to cultivate character alongside academic excellence, noting that a district with good examination results but poor discipline has only postponed failure.

On child protection, the Deputy Minister issued a stern directive against shielding staff accused of misconduct, referring to recent sexual abuse allegations involving a headteacher at Obuasi Senior High Technical School.

“When a child or a parent reports sexual abuse by a teacher or a headteacher, that report is not an inconvenience to be managed quietly. It is not a reputational risk to the school that must be contained,” the Minister warned, instructing that all allegations must be reported immediately and that accused staff must be suspended from student contact pending investigations.

Acknowledging the logistical constraints faced by education offices, including inadequate infrastructure and transport, the Deputy Minister assured delegates that the Government is tackling these difficulties. It was disclosed that GETFund has commenced the construction of administrative office complexes for directorates across the country to improve working conditions.

Declaring the three-day conference officially open, the Deputy Minister called on CODE delegates to depart Bolgatanga with practical strategies to enhance instructional supervision, integrate modern skills into monitoring frameworks, and enforce zero-tolerance policies on abuse.
