Full audit report: Deloitte and Touche audit finding on National Cathedral Project

The audit report by Deloitte and Touche on the National Cathedral project has revealed alleged financial mismanagement, procurement breaches, and questionable expenditures.

Government Spokesperson Felix Kwakye Ofosu on Friday, July 18, 2025, addressed the media, disclosing that as of December 2023, $97 million (GH¢339 million) had been spent with minimal physical progress (only 8% complete as of June 2025).

The key findings from the audit report are:

    • Payments without contracts: GH¢15.7 million paid to the lead architect, Sir David Adjaye & Associates, before a contract was signed or Public Procurement Authority (PPA) approval was obtained.
    • Discrepancies in payments: A GH¢4.9 million difference between payments declared by the Office of the President and those confirmed by Adjaye’s firm.
    • Unauthorized additional work: $12.4 million spent on design variations (like a restaurant and museum) without signed contracts or PPA approval.
    • Questionable expenses: $110,630 spent on US fundraising events that yielded no donations, and $24,498 on personal items.
    • Lack of documentation: GH¢243,255 in 2023 expenses lacked supporting documents.
    • Procurement violations: The single-source selection of Adjaye violated Ghana’s Public Procurement Act, and the Procurement Committee was improperly constituted.
    • Overlapping responsibilities: Payments made to two entities (Nehemiah Group and Kubik Maltbie) for the same coordination and oversight services, with significant overlap.
    • Going concern risks: The project owes GH¢343 million to contractors, construction has stalled since May 2022 due to funding shortages, and pension contributions for staff were unpaid. Fundraising efforts have largely failed, and government seed money has dried up, raising concerns about the project’s viability.
