IMCC Secretariat ‘exposes’ GHS 102m undisclosed account in response to Dennis Aboagye

The Inter-Ministerial Coordinating Committee (IMCC) on Decentralisation Secretariat has mounted a strong defence against what it describes as significant inaccuracies and unsubstantiated statements made by its former Executive Secretary, Mr. Dennis Edward Aboagye, during a recent radio broadcast.

The reaction follows remarks made by Mr. Aboagye during an appearance on Asempa FM’s Ekosiisen on 21 July 2026.

In an official statement signed by Communications Officer Nasrullah Ibn Mutawakil, the Secretariat rejected allegations that the current leadership is targeting Mr. Aboagye or acting under political pressure.

According to the IMCC Secretariat, a forensic audit conducted in 2025 found Mr. Aboagye and the institution’s accountant personally and jointly culpable for various irregularities, including authorising non-compliant transactions.

The findings have since been handed over to the Economic and Organised Crime Office (EOCO) for further investigation.

“The Secretariat categorically refutes Mr. Aboagye’s claim that the Executive Secretary instructed him to stop commenting on government matters, or stated that the NDC Government was pressuring him to ‘find something’ on Mr. Aboagye. For clarity, no such directive or instruction was issued,” the statement read.

Addressing accusations of political persecution, the Secretariat revealed that Mr. Aboagye had previously sought to influence the outcome of the audit report during a private meeting.

“On the contrary, the Secretariat states that Mr. Aboagye, through one of his lawyers and a mutual friend, invited the Executive Secretary to a meeting at the lawyer’s office on 18 July 2025. During the meeting, Mr. Aboagye asked that aspects of the Audit findings be dropped, including findings on two bank accounts. One of those accounts recorded transactions totalling GHS 102,256,802.69 and was not disclosed in the handing-over notes,” the Secretariat stated, adding that the Executive Secretary firmly declined the requests.

The Secretariat emphasized that administrative, financial, and operational reviews are standard governance practices established under the Local Governance Act, 2016 (Act 936) and the Public Financial Management Act, rather than attempts to victimise former officials.

“The Secretariat states categorically that no audit or review of its operations is intended to victimise any former official. Administrative, financial, and operational reviews are standard governance practices; therefore, allegations of persecution are false, unfounded, and misleading,” the statement added.

The IMCC Secretariat also highlighted its recent integration into the Office of the President by the close of 2025 to ensure institutional continuity and strengthen Ghana’s decentralisation reforms.

Reiterating its commitment to transparency and accountability, the Secretariat appealed to Mr. Aboagye and relevant law enforcement agencies to ensure that official state documents, including past handing-over notes referenced in the media, are returned to the Secretariat without further delay.
